Winter 2024-25
The Draft Comprehensive Plan, Downtown Masterplan, and Unified Development Ordinance documents will be reviewed publicly at Plan Commission and City Council before adoption.
On Tuesday Dec 10th: Come and go anytime, find your property on the proposed zoning map, provide input, and discuss how the Unified Development Ordinance (UDO) will preserve and enhance Castroville.
On Wednesday Dec 11th: A Policymaker Review with City Council Members & Plan Commissioners, walking through the draft UDO, Comprehensive Plan, and Downtown Master Plan. This will be a publicly available, recorded session for anyone interested in the discussion.

Monday, September 23rd through October 2024
Find your property on the draft maps, explore the draft development standards, and review their applicability across Castroville.
Submit recommended changes to the Place Type map as well as recommended changes to the Place Type zoning categories themselves.
All edits will be reviewed for incorporation into the final document, which will then be updated. The final document will be ready for public review and approval by the Planning & Zoning Commission and City Council in Winter 2024-2025.
August 6-7, 2024
Code Rodeo - August 6-7th
This phase aligns all development codes together, in the Unified Development Ordinance.
March-April 2024
This phase begins the analysis of development standards, building upon input shared thus far.

Castroville Dreamin' Workshops & Online Participation
Stakeholder input is concurrently informing the city-wide Comprehensive Plan as well as the more focused Downtown Plan.

Workshops were held at Elsass Hall, where about 155 individuals participated over two days:
January 16th: Eighty individuals participated in workshops throughout the first day (focused on Comprehensive city-wide topics.) Attendees came to a workshop at either 10-11am, 1-2pm, or 6-7pm.
January 17th: Around 75 additional individuals participated on the second day (focused on Downtown visioning topics.) Attendees came to a workshop at either 10-11am, 1-2pm, or 6-7pm. A closing summary presentation was held 7-8pm.
Some of the insights shared at these workshops included:
- concerns about the ongoing drought as well as flooding when it does rain
- the locations along Hwy 90 where people need to be able to cross on foot, or would like to be able to cross more easily
- more information about how community events large and small operate and ideas for operational improvements
- challenges for existing local businesses and dreams for new businesses in Castroville
- where teenagers and kids socialize, and the dreams for an even more-family-friendly Castroville
- creative ideas and real constraints for sprucing up Downtown in general and Houston Square specifically

DNA Roundup
Held at Landmark Inn, the project kicked off with a presentation of the DNA Report of the built environment in Castroville and invited attendees to share some big-picture insights about the town.

Review the DNA Report: An analysis of Castroville's built environment and building patterns that begins the assessment of any inconsistencies between what the zoning codes tell developers to build and what the town wants to look like. This is Castroville, from the ground, up.
