Infill Businesses and Housing

Knowing that the city relies on property tax and sales tax within the city limits for the income it needs to provide residents and businesses with services, where could Castroville create more value? Where could new small business buildings or additional homes be added?

Context-sensitive infill development (rather than only development on the greenfield edge of town) bolsters a city's fiscal solvency and prevents utility costs from rising higher. This way, new developments don't require disproportionately large utility investments such as far-flung water, wastewater, and electrical lines, which would necessitate raising everyone's rates.
